i can answer your question i built a 99 civic coupe not to long ago. by drilling he probably meant the oil pan has been tapped for the oil return....

im using an Apexi Power Fc. a few years ago i was runnin a HKS F-Con V but its not very tuner friendly. the Power Fc is easier to work with.
