License plate fillers

Hey. Okey i bought the del sol license plate fillers from ebay a while ago. But i have to drill the holes to it. Can anybody tell me how i can do it in the best way & place the holes exactly? I need help quickly

 

are there any markings on the back of that stock benzel? i know a lot of the bumpers have templates for fog lights and rear fog lights.
