    could i put a newer v-tec into a 83 honda civic

    Yes, but you will have to do a DPFI-MPFI crossover if not dome already and other wiring will be needed to run VTEC as well as (most likely) a P28 ECU.

    Yes you can put it into your car but try to fix it from some mechanic...
